you do not gain anything by giving people thumbs down but by giving thumbs up (to good and factual answers) you will feel like a good person.

Who cares about thumbs down ..... it's funny really when you think of it that someone wants to waste their time doing it when it makes no difference. After all you can still get chosen as best answer no matter how many TD's you have. Keep smiling.
block him or better yet just ignore him and dont post Q's like this giving him the attention he craves....simple child phycology really :)
